We have been using FastStone image viewer for several years. It is free to private users and it is extremely versatile. It has many features including image resizing, singularly or in batches. For new users, I highly recommend you get a couple of scrap images and try out its capabilities, I think you will find it is ideal for all except the most complex of needs. And, its FREE to private users.
Another feature is that you can load it onto a USB stick and use your favourite image program on any other computer by just running it from the USB stick. Brilliant!
