They were publicly owned entities sold to private enterprise by a govt that didn't have the right to sell them, so they could get a quick cash grab to cover the money they had spent that wasn't theirs to spend, the superannuation, holiday pay and other entitlements money for the public service that was supposed to be locked away ready for when it was needed ..... Spending public money to buy votes is universal through any and every political entity the world over
