As Bagman said, it's temp difference that will indicate where the liquid level is, so the water must be hotte than the cyl temp to have an effect. The LPG boils to with contact to the cyl inside wall till the pressure increases to the point where the pressure equals the boiling point, then the boiling stops. Hot water is required to increase the cyl temp so more liquid needs to boil off to form gas so the pressure equalises again. If you are using gas out of te bottle at the time the liquid level can be felt by hand as the gas pressure is continually being reduced.
