Put the single cell charger on cell 1 while the solar is still charging, when it reaches 3.30v, move the charger to cell 2 and repeat the process. Post a photo of the cell voltages at the end of the day, when the solar stops charging.

On the back of the panel there is the Voc specs and the Isc specs. Voc is voltage open circuit, the voltage you should see if the panel wires are disconnected and a multimeter on the positive and negative. Isc is the amps with the two solar wires plugged into each other, you need a DC clamp meter to read this if you don't want to fry the test leads on your multimeter, the arc connecting and disconnecting can be savage. The Isc is when the panel is facing the sun at the perfect angle, you might only see half that with the panel flat on the roof.

Yes thanks did buy a clamp meter a couple of years ago but no had a chance to play with it 🤔

Ummm..... what charger did you have before?
What did the auto electrician find was wrong with the solar and how much did he charge?
