Permission to give $$ away by PM

I have been asking different people if they can answer this one question. All I want to know is a simple Yes or No and by whom? It is not meant to be a political mosh pit but would like an answer.
Q/Does the PM have to get support/OK before he promises money to anyone? and if so by whom?
Please don't go off into political rants etc.

I think the funds have to be proportioned (??) in the budget.

Then, the relevant departments can issue.

I think funding within the departments can be reassigned.

OK. I want to know if our PM can just tell trump that Australia will invest all that money for the moon / mars adventure off his own bat or does he have to have that put before a panel or something? Seems like he can just dish the dosh out.

It's far less than the (almost) half a billion dollars Turnbull gave to a group of 4 people who were worried about the Great Barrier Reef.

He did not refer that gift to anyone else at all.
