David I think you are on the money!!
Today I pulled the old CAV fuel filter off & it was half full of exactly what you are describing.
Looked like shavings of varnish...... a handful of the stuff.
I'm hesitant to even try using this tank.
Years ago I 'cleaned' out a fuel tank by throwing a half bucket of black granite 'screenings' like they put on bitumen roads. No dust ... just rocks.
I shook it, rolled it & rocked it for an hour or more with a few gals of fuel in it before I emptied it out.
Don't think I'm going to do THAT for him!!!

Put some in a glass jar and screw the lid on. Shake it up and look for the "fingers" that good fortified wine leaves on the side of the glass. If it leaves "fingers" it is sniffing quality only The colour will be the other give away, stale fuel goes sort of yellow while good fuel remains a bright clear colour. The last give away is the smell, if it smells like old lawn mower fuel then it's old lawn mower fuel quality, good petrol is very aromatic and will certainly let you know you have taken a good sniff.
Drain as much as possible, add a few bottles of fuel treatment, Wynns is good, ProMar is better, but probably any that claim they clean the fuel system will probably do the job. Part fill the tank with the correct octane fuel to suit the motor and run it on that till about half you added is used, then repeat the process. a few times. The amount Michael uses the boat to go anywhere that will take about 5 yrs

Soundin good... as long as there is no dead line, this bloke has to drive to Yorks at least once a week to get fresh fish to deliver to the market, so depends on the weather a bit, no fishin = more time
