Ray, it looks like it is only you and I playing at the mo'.
I believe the answer is Stanley Bruce. I look forward to locating and reading his biography. He and his brothers certainly weren't under achievers, at least not in the same vein as some of our later ones.

Stanley Melbourne Bruce is the man. Spent more time in the UK than in Oz after being elected, and Parliament rarely sat.
He governed by Executive fiat... much like the soon-to-be-ex-prez of the Disunited States, actually.
Was made 1st Viscount Bruce of Melbourne, and sat in the British House of Lords.
