Where would you get the money for a "couple of gallons" of LSD .... shitte, a drop soaked into a tab cost a bit back in my younger days .... a few gallons

If it is possible for you to touch it without a ladder or some sort of tool then I believe it is not compliant.

Do the maths for parts per million and you will see that you would need a truck load of substance to make a noticeable change. It all sounds good around the campfire but it really isn't practical.
