I have checked the server and the software that runs the forum and can't find anything in there.
There is a good site I found to help diagnose this problem but it's pretty hard to instruct Tanks from here or to do it for him.

Dot do you know what browser he is using on that new laptop?
If he's using EDGE he should try Chrome.
He should also turn off all anti-virus & spam checking software for a test. Norton is terrible for this sort of thing.
Windows has sufficient checking in place. I haven't used either for several years.
