That is a broad statement statement
& one used by the caravan makers for a loong time but again it depends on state legislation

In Qld it is clearly defined ALL FIXED wiring for over 50VAC SHALL be carried out by licensed electricians
THAT includes vans, Dongas, Transportable structures offices ETC & ETC
,
Vic has a slighlty different view & tends to follow the "appliance "path for vans
EXCEPT 'appliance do not have to be individually inspected tested & signed of with a compliance certicate like a van has to be

What needs to be highlighted is

We are not talking about small "portable" generators up to 25kW ;) :)

WE would be talking about a PERMANENT installation with It's own specific rquirements for earthing methods, systems ,protection, etc

The Applicable Standards are different again ;)
AS/NZS 3000 PLUS the addsitional or specific requirements of AS/ NZS 3011& AS4509 ;)

One More possibly applicable Standard
AS 2790–1989 Electricity generating sets — transportable (up to 25 kW)

I worked for a while with a mob that made tower cranes, they were shipped around the country, around the world and off shore oil rigs. None of the wiring in those cranes was installed by licensed electricians, they had an electrical dept, but none of them were licenced. They had to bring contractors in to fix factory wiring. So, how did they get away with it, you sure couldn't say they were appliances

It is quite possible they were LICENSED ELECTRICAL FITTERS
That covers THAT type of work
But does not cover electrical installations work which requires ELECTRICAL MECHANICS license[IN QLD} ;) :)
Some of us have both :)

Something like a couple of hundred Electrical Standards involved, IF one wants to verify EVERY detail of ALL the Electrical standards:lol:
The van supply lead [AS/NZS 3001]alone references EIGHT Standards .
THEN The STATE Regulations have to also be taken into account
When you have a day or two to spare finding & reading ALL the different STATES electrical regulations & Acts can be Interesting :lol:
Remember the States legislation are the laws that enforce the Standards

The States can/do make ADDITIONAL rules to be used in conjunction with the Standards ;)

But I'm neither, so they certainly weren't all licensed electricians ;) actually, there was only one, and he did the parts ordering, too dangerous to be allowed on the tools. It doesn't mean I didn't know the regulations or requirements though, just there wasn't that official seal of approval that paying $$ to some govt coffers that makes it all ok :lol:

He was probably there to sign of as the licensed electrician/contractor [ license holder] :lol:
I was the license holder for the company until the day I retired
But any any electrician could sign on my behalf.
Most of the time I did not know what was going on in the various workshops [5 all told over various parts of Brisabane] until a fault notice came direct to me,for action!!
Some were real doozies, :lol: some were due to electrical accidents in the workshops :(
Some were even moonlighting jobs done by some of the electricians :roll:
