In NSW it's Rosebury or the EPA testing facility nearest the registered vehicle garaging address. That last one catches a lot of people when they choose to register in the name of a grand mother and use that address as the address in a country area and a pensioner card cuts the cost of rego and CTP insurance. It they get an attend EPA letter the vehicle must be transported to and from the address nearest the garaged address as it is not permitted to travel on public roads until the test verifies compliance and the RMS clears the rego suspension.
