Can Powder Coating be Painted ?

The short answer is NO. You can’t paint straight over powder coating unless you seriously degrade the surface first.
Shot-peening would do it.
Even re-enamelling has to have the original surface sandblasted or similar.
My panel bloke explained it.

Because powder coating doesn't actually adhere all that well to the base metal, unlike paint, I think the effort involved wouldn't be rewarded near as well as removing the power coating and painting the base metal. You can buy an industrial coating called Hi-build that will fill in all the imperfections and being a 2 part product the finish is hard as nails and sticks like the proverbial, it was used on the off shore cranes when I worked at Favco Favelle. A colour coat can be added if needed resulting a finish much like powder coating in appearance but as tough as a good 2 pack paint job so resists scratches and powdering with age.

Painted over a powder coated tractor implement years ago to make it fit with the others I had, it started pealing of when oil hit it and when the next big downpour came along, it flaked off. Ended up peeling it all off like sun burnt skin, no pain though, just wasted paint.

Saw an entire 1932 Ford coupe powder coated charcoal grey at an old car show once and it looked amazing, thought would do that to my series 60 Sahara. Checked out the cost of getting it done and had to take it to Melbourne, the cost put me off until I win lotto.

Painted on a rolling frame and baked like they do the Toyota Lexus range. They roll the body over and over while the paint is still liquid so it settles evenly over the entire surface and then continue to roll it while the paint is baked in the drying oven. A hard as nails mirror finish, simply outstanding finish at a fraction of the price of powder coating and a much tougher finish.
