Sounds like a mudguard washer. I use them to hold the bus together too. Can you ask him where he gets stainless steels ones from. I can only find zinc coated.
Off on a tangent here, but if you get a hole saw the diameter you want the washer, cut the mudguard washers out of stainless plate the thickness you require. Best to do it in a drill press with plenty of cutting fluid or WD40 type spray if you can't find good cutting fluid.

I'm still picking bits of gravel and scraps of what I think is bone out of my arm from the bike accident when I was 23, some 42 yrs ago, I have a lump of something in my abdomen from a fall 4 yrs ago and it hasn't started to move to the surface yet. Give it time, it will either settle and reduce in size over the next few yrs, or it will work its way to the surface.

I met with the face Dr this morning and was advised that the lump on my cheek is most likely formation of callus around the fracture which will diminish with time and a little luck. Have another appointment in 4 weeks. I managed to drive myself to the hospital without a problem.

Must be something in the genes ...... or the Newcassel water. I heard that George was out washing his car yesterday! Who would have thought that possible a month ago! Keep it up George (but don't overdo it).

Had a follow up re my rib damage this morning, all fractures healed. I have another appointment in 5 weeks regarding my spine but on the whole, all is well.
